Abstract

This paper, developed within the PTA 2023-25 ‘Policies to support enterprise creation and accompanying start-up measures’, aims to provide an initial contextual analysis of European and national policies. The study is conducted by examining regulatory interventions and exploring various perspectives. The theme aligns with the broader European context of promoting entrepreneurship as an active labour policy, addressing youth unemployment, the limited entry of women into the labour market, and persistent social and territorial inequalities. The context of innovation development offers an additional perspective on entrepreneurship, particularly within the framework of crosscutting reforms outlined in the PNRR. The appendix includes a catalogue outlining national and regional measures supporting enterprise creation.
